Do all Smart Phones require a monthly Data Package fee?

If I acquire a smart phone, is there a monthly charge for the data package? I’ve learned that blackberries can cost over more monthly just for internet and email access. Blackberries aside, can I have a nice looking phone with good capabilities without paying that extra charge? (I don’t require internet or email, I’m willing to pay only when I use the internet, not an upfront fee monthly). Thanks.
