Why is the LG env Touch and Samsung Rogue not considered smart phones?

I am planning to get a new phone by verizon and I am leaning towards the LG env touch, Samsung Rogue, and the BB tour. I was just wondering what makes the BB tour a smart phone and why these other two are not considered smart phones.
